Conference explores local government consolidation

What does Canada know about consolidating local governments? Can Sweden’s system of balancing grants work here? Does Switzerland’s plan to relieve local governments of some of their responsibilities hold promise for Wisconsin?

Leading experts from five countries – France, Italy, Sweden, Switzerland and Canada – will share their perspectives on local government financing at a one-day conference in Madison.

Sponsored by the LaFollette School of Public Affairs, “The Crisis in Funding Local Governments and Schools – Lessons from Other Countries” will be held Tuesday, Nov. 12, at Monona Terrace.

The gathering offers Wisconsin a chance to learn how a number of European countries have succeeded – or failed – in major reforms designed to improve the equity or efficiency of local government funding, says Professor Andrew Reschovsky, who is organizing the event. He says those questions are particularly important as the state tries to resolve its looming $2 billion deficit while balancing citizen demands for high-quality services and lower taxes.
