From Wisconsin Week of Feb. 1, 1995 … Campus administrators and faculty were trying to predict the changes that might come from the Republican-controlled 104th Congress and the Clinton administration. Some were concerned about three possibilities: a proposed elimination of the student loan interest subsidy; a proposal to freeze current overhead rates at 10 percent below current rates, which would have reduced indirect cost payments to the university by $5.4 million; and specific agency and program cuts.
